uses 1 inch emt to make a 26.5 to 38mm adapter. use the base as the base (duh) and if you make a longer barrel, use the tip.

Any particular reason you want to use .38 SPC blanks? They were typically used in 40mm for "hi/lo" cartridges and used smokeless powder instead of black powder. Nothing wrong with them of course, but I don't know that a 3D printed round would stand up to that kind of pressure. Just do yourself a f…
