A simple trick is to look up the dimensions of your target cartridge’s casing and go from there. You might need to add a thou for clearance if you’re that accurate in machining

The efficacy of an explosive is not what would get you in trouble. The ATF doesn't care if a device actually works, they care if it meets any arbitrary definition of a controlled device and you didn't pay your taxes or get permission.
