The Tyulpan is a Flash Suppressor intended to signifiantly change the report and flash signature of the weapon it's attached to, resulting in the sound being directed forwards of the shooter, and nearly zero flash to the visible eye.
Legally speaking, until a determination letter is issued by FATD, it will likely be legally considered a suppressor. Flaunt it at your own risk.
