To me it then still has the same cons as an oil filter. When it gets so dirty that it no longer suppresses as well you can’t clean it, and you can’t replace it without a new tax stamp.

I believe by the book replacing the insides is a new form one. So even if you serialize the tube you would still need a new tax stamp.
Someone can correct me if I’m wrong.
