The PDF makes separate weapons in their factories. The non 3d-printed ones tend to be bolt-actions while the 3D ones are AR parts and FGC-9s.

I think since California has an approved list of semi auto handguns a 3d printed glock wouldn't be on the list so he has to print it to be as a bolt action to not be infringing upon the handgun list.
This is just me guessing I don't know enough of Californias gun laws
